ブロックチェーン技術と公共政策：準備、適応、変革の方法

近年、ブロックチェーン技術は、私たちの生活に大きな影響を与える可能性があり、その影響はインターネットよりも大きくなるともいわれています。本ウェビナーでは、イスラエルから著名な専門家をお招きし、EUやイスラエルなどの政府がどのようにブロックチェーン技術を公共政策に応用しようとしているのかについて話題提供いただきます。加えて、イスラエルやその他の事例から学べる教訓、安全保障上の課題や将来の機会について議論するとともに、より安全で信頼性の高いシステムの提供に向けた国際協働のあり方について議論します。

Dr. Milly Perry is an expert and consultant for innovation, blockchain, and R&D. She is a former research director at The Open University of Israel and CEO of its TTO Company. Her first Ph.D. is in Information Science, specializing in KM in Higher Education and Technology Transfer and Innovation. Second PhD in Culture Science. Dr. Perry was a Member of the National Committee for Israeli's Researchers Database, a board member at EARMA (European Association for Research Administration), an active expert at the EC ERC-PoC. She is engaged in projects and expert groups in the WEF World Economic Forum, ISO Blockchain and the EU experts’ group, she is the head of Blockchain Excellence Center, the founder of DAO4DAOs Institute and BUG Blockchain University Global. She is also the author of the book Blockchain – Turning Egosystem to Ecosystem, which includes a variety of use cases, blockchain principles, and practical ideas. The book facilitates and elaborates blockchain new paradigm implementation in society, business, companies, and governments.

 

Dr. Nobumasa Akiyama is a professor at the Graduate School of Law and the School of International and Public Policy at Hitotsubashi University in Japan. Professor Akiyama has published extensively and presented papers at various conferences on nonproliferation, arms control, Japan’s national security, and nuclear energy. Between 2016 and 2018, he served as Minister-Counsellor at the Permanent Mission of Japan to the International Organizations in Vienna, with nuclear security in his portfolio. He is also currently serving as a member of the Public Security Examination Commission of the Government of Japan.

 

Satoshi Ikeuchi is a Professor of Religion and Global Security at the Research Center for Advanced Science and Technology (RCAST) of the University of Tokyo and the Head of ROLES (RCAST Open Laboratory for Emergence Strategies). Professor Ikeuchi has published extensively on Middle East politics, Islamic political thought and global security challenges.

ROLES（RCAST Open Laboratory for Emergence Strategies 東大先端研・創発戦略研究オープンラボ）は、駐日イスラエル大使館の後援で、2021年に「イスラエル・ウィーク」を開催しました。2022年は、日本とイスラエルの国交樹立70周年にあたります。2022年の「イスラエル月間＠東大駒場リサーチキャンパス」では、日本・イスラエル関係、イスラエル・アラブ諸国関係、グリーンテック、ブロックチェーンとその政策的含意、気候変動などに関する多種多様なテーマを取り上げたウェビナーを開催します。また、ユダヤ教思想と、それを世界各地の諸宗教伝統と共に考察するセミナー・講演を、エルサレム＝ヘブライ大学等の最新鋭・最先端の研究者を招聘して、連続開催します。

これらの課題に関する最近の動向と今後の展開、また、日・イスラエル関係への影響について参加者の皆様とともに考えてまいります。様々な分野での第一線で活躍する研究者や専門家からのアイデアやインスピレーションを共有するとともに、協働の可能性を模索する機会の場を提供することを目指します。
