The Ryo Nakai Laboratory at the Research Center for Advanced Science and Technology (RCAST), the University of Tokyo, hosted an RCAST Security Seminar on September 22, welcoming Dr. Ieva Birka from the University of Latvia. 

The seminar focused on whole-of-society defense against hybrid threats and the role of citizens in strengthening societal resilience. Dr. Birka emphasized that awareness of threats does not necessarily translate into practical preparedness, highlighting the importance of civic responsibility, practical knowledge, and trust in public institutions.

The discussion also underscored the opportunities for mutual learning between Japan and Latvia in disaster preparedness and responses to hybrid threats, as well as the potential for deeper collaboration through comparative research and expert exchanges.
