The RCAST Open Laboratory for Emergence Strategies (ROLES), in partnership with  the Levant Strategic Centre (LSC) and its Founder and President Dr. Zaid Eyadat, is pleased to announce the successful conclusion of the 1st Aqaba Forum for Security and Strategy, held in Amman on 29 of July. 

The Aqaba Forum for Security and Strategy is a newly launched platform of discussion on the Middle East regional security, convening leading experts from countries in the Levant and the Gulf, along with relvant partners and stakeholders from outside the region including UK, US and Japan. 

The 1st Aqaba Forum for Security and Stragety is jointly hosted by LSC and ROLES and chaired by Dr. Zaid Eyadat with Prof. Satoshi Ikeuchi. It will be convened recurrently, responding to the quickly changing circumstances of the region.

Amman, Jordan — 30 July 2025

The newly established Levant Strategic Centre concluded its inaugural Aqaba Forum for Security and Strategy roundtable, held yesterday in Amman, with a strong call for sustained interregional dialogue, evidence-based policy innovation, and deeper cooperation to address the region’s evolving security challenges.

Hosted by the Levant Strategic Centre (LSC) in partnership with the RCAST Open Laboratory for Emergence Strategies (ROLES) at the University of Tokyo, the Forum brought together a wide range of experts from prominent think tanks such as RUSI, in addition to subject matter experts from Japan, the United Kingdom, Palestine, Bahrain, Saudi Arabia and the United Arab Emirates.

The one-day event featured two high-level plenary sessions exploring the new post-war security landscape following the Iran–Israel conflict, as well as strategic dynamics in Gaza, the West Bank, Syria, and the Gulf.

Dr. Zaid Eyadat, Founder and President of the Levant Strategic Centre, opened the Forum with a message on the urgent need for new thinking:
 “This Forum was born out of a recognition that traditional frameworks can no longer explain or contain the region’s volatility. We are proud to have created a space where dialogue, not division, drives the search for strategic clarity. The Aqaba Forum will continue to serve as a platform for exchange of regional security discussions and intellectual rigor” 

Dr. Satoshi Ikeuchi, Director of ROLES and Professor at the University of Tokyo, emphasised the value of interregional academic collaboration:
 “What we witnessed here is a genuine effort to understand the Middle East through a wider lens—one that includes East Asia as both observer and engaged partner. The Japanese delegation came not only to listen, but to contribute to shaping peaceful and pragmatic approaches to regional crises.”

Participants lauded the Forum’s inclusive approach, its focus on critical fault lines, and its commitment to intellectual independence.

Dr. Hiba Husseini, prominent lawyer and legal advisor, and participant in the second plenary, remarked:
 “The Forum succeeded in posing the right questions—not just about security threats, but about geo-strategic opportunities. It also re-centered human security as a core strategic concern.”

As the day concluded, the Levant Strategic Centre announced plans to make the Aqaba Forum for Security and Strategy a recurring event, in addition to organising a series of other events that will tackle issues critical to the security environment of the Levant. A summary report of proceedings, including key takeaways and policy recommendations, will be published in the coming days.

[プレスリリース] レバント戦略研究センターが、地域不安の高まりを受けて、持続的な対話と戦略的協力を呼びかけ

昨日アンマンで開催された、新たに設立されたレバント戦略センター（LSC）の「アカバ安全保障・戦略フォーラム」の初会合は、この地域が直面する安全保障上の課題に対処するため、持続的な地域間対話、証拠に基づく政策の革新、およびより深い協力の必要性を強く訴えて閉幕しました。
レバント戦略研究センター（LSC）が東京大学のROLES（RCAST Open Laboratory for Emergence Strategies）と共催したこのフォーラムには、RUSIなどの著名なシンクタンクの専門家に加え、日本、英国、パレスチナ、バーレーン、サウジアラビア、アラブ首長国連邦の専門家も参加しました。
丸一日を費やしたこのイベントでは、2 つのハイレベルな全体会議が開催され、イランとイスラエルの紛争後の新たな戦後安全保障情勢、およびガザ、ヨルダン川西岸、シリア、湾岸諸国の戦略的動向について検討が行われました。
レバント戦略センター創設者兼会長のザイド・エヤダト教授は、新たな思考の必要性を強調するメッセージでフォーラムを開幕しました：
「このフォーラムは、伝統的な枠組みが地域の不安定性を説明したり抑え込んだりできなくなったという認識から生まれました。私たちは、分断ではなく対話が戦略的な明確さを追求する原動力となる場を創造できたことを誇りに思います。アカバ・フォーラムは、地域安全保障に関する議論と知的厳密さの交換を促進するプラットフォームとして継続的に機能していくでしょう」
東京大学教授兼ROLES代表の池内恵氏は、地域間学術協力の価値を強調しました：
「ここでの取り組みは、東アジアを観察者兼関与するパートナーとして包含するより広い視点から中東を理解しようとする真摯な努力です。日本の代表団は、単に聴くためではなく、地域危機への平和的で現実的なアプローチの形成に貢献するために参加しました」
参加者は、フォーラムの包摂的なアプローチ、重要な分断線への焦点、および知的独立性へのコミットメントを称賛しました。
第2部で報告した著名な弁護士兼法律顧問のヒバ・フセイン氏は次のように述べました：
「フォーラムは、安全保障の脅威だけでなく、地政学的機会に関する適切な質問を提起することに成功しました。また、人間安全保障を核心的な戦略的課題として再焦点化しました。」
会合が終了するにあたり、レバント戦略研究センターは、アカバ安全保障戦略フォーラムを定期的なイベントとして開催する計画を発表しました。また、レバントの安全保障環境に重要な課題に取り組む一連の他のイベントも開催する予定です。会議の要約報告書（主要なポイントと政策提言を含む）は、近日中に公表されます。
